The region

Dholera Special Investment Region

A planned industrial region on the Ahmedabad–Dholera corridor. This page sets out what is commissioned, what is under construction and what is only planned — with the official source and the date for each.

We are not a government authority

Top Dholera is a private business. We are not the Dholera Industrial City Development Limited, not a developer of the region, and not affiliated with any government body beyond supplying project resources. Everything below is published from official government sources and is attributed. If we cannot verify a fact from an official source, we say so rather than repeating it.

Schematic diagram of the Dholera Special Investment Region A schematic, not-to-scale diagram of the Dholera Special Investment Region, about 920 square kilometres and containing 22 revenue villages. Inside it are the six Town Planning schemes, covering about 421.47 square kilometres, and within them the Activation Area of 22.54 square kilometres. The region connects north-east to the Dholera International Airport site at Navagam, about 20 kilometres away and under construction, and to the Bhimnath freight rail alignment, also under construction. The Ahmedabad to Dholera expressway corridor runs past the site to the south-east, and Ahmedabad is about 100 kilometres away. Why the details matter to a contractor

Dholera is allotted in town planning blocks, and what a plot can be used for depends on where it sits relative to the expressway corridor, the airport site and the Activation Area where the utilities already reach.

That is the practical reason we publish location, plot size, land use and documentation status for anything we show. A plot photograph on its own tells you nothing about whether a foundation can be dug there this year.

How land is allotted
Nature of grant Leasehold, not freehold
Term Not exceeding 99 years
Condition As-is, where-is
Allotting body DICDL
Excluded from rate GST, registration, stamp duty, land filling

Infrastructure register

What is built, what is being built, what is planned

Every line below carries its status, its source and the date that status was confirmed. Where two official sources disagree, the more cautious reading is the one published here.

Commissioned 9

Built and handed over in the Activation Area.

  • roads commissioned

An internal road network of 72 km, between 18 and 70 metres wide, has been completed within the Activation Area.

DICDL (Dholera Industrial City Development Limited) — official source · as at 2026-11-03

  • power commissioned

Power distribution capacity in the Activation Area is 500 MVA, with provision to scale up to 1500 MVA.

Approved or sanctioned 1

Formally sanctioned. Delivery is a separate matter from approval.

  • rail approved

Dholera's freight rail alignment is described by the authority as connecting to the Dedicated Freight Corridor.

The Dedicated Freight Corridor itself is a sanctioned national network. That the Dholera alignment connects to it is a separate matter from the Dholera alignment being built: the Bhimnath to Dholera line is under implementation and is not in service.

Status not established 1

We could not confirm a status from an official source.

  • airport status not established

No official source establishes Dholera airport as open to passenger service. The Airports Authority of India publishes no Dholera entry in its airport index, and no commissioning date or terminal capacity has been published.

AAI airport index contains no Dholera entry. Airport operator onboarding is at RFP stage.

Airports Authority of India — official source · as at 2026-11-03

Statuses were checked against Airports Authority of India tender records and DICDL published project pages on 3 November 2026. Infrastructure changes. Check the source before relying on any line.

Official allotment rates

What the authority charges for land

These are the published statutory allotment rates for a leasehold in the Dholera SIR. They are not market prices for a plot for sale, and the two are not interchangeable.

Official Dholera land allotment rates in rupees per square metre, by land use
Land use Rate (₹ / sq. m)
Industry / physical infrastructure (utilities) 4,000
Residential 6,000
High access corridor 6,000
Central business district / city centre 8,000
Knowledge & IT 4,000
Tourism and hospitality 8,000
Recreation & sports 4,000
Solar energy park 400

Source: DICDL Land Pricing Policy, page last updated 24 August 2026. Allotment is for a term not exceeding 99 years on a leasehold basis, on an "as-is, where-is" condition. The rates are exclusive of GST, registration fees, stamp duty and land filling cost. Utility charges are governed by a separate utility policy and are not included here.

A plot offered for sale through private brokerage is a different transaction from a statutory allotment, and the price basis is different. We do not present one as the other.

How allotment works

  1. 01

    Choose the route

DICDL allots industrial land by public auction, by public e-tender, or first-come-first-served through Form 1. The Land Management Committee sets the reserve and market price and decides the method.

  2. 02

    Apply and pay

For first-come-first-served industrial allotment, Form 1 is submitted online with a processing fee of INR 20,000 and an earnest money deposit of 5% of the reserve price.

  3. 03

    Approval and allotment letter

A Screening Committee scrutinises the application, the Land Management Committee approves it, and DICDL issues the Allotment Letter (Form 3) within 10 days of approval.

  4. 04

    Payment and agreement

A 10% down payment is due within 10 days of the Allotment Letter, failing which the allotment is cancelled. The balance is 30% within 90 days and 60% within 180 days. The lease agreement (Form 4) is executed on full payment.

  5. 05

    Possession

Possession is given on execution of the agreement, and the land must be used for the purpose applied for.

Working in the region

What this means for your project

Most of the region is not finished. That is not a problem to argue about — it is a planning problem, and it is solved by knowing what stage each piece of infrastructure is at.

  • Ask what is commissioned near the plot you are considering, and what is still under construction.
  • Confirm where the utility corridor reaches, because that determines whether services reach your plot.
  • Check the road class and frontage, because that decides access for construction traffic.
  • Get the land use and allotment route confirmed before you commit to a purchase.
